    In the G.O's 1st and 2nd read above, orders were issued fixing the extent of compensation payable to the victims and farmers whose crop has been damaged due to Wild Life attack. The contents of which in brief are as follows :-

 

NORMS

Payment of Ex-gratia

1. Loss of life      Rs. 20,000/-
2.Injuries to Victims

    Rs. 1/3rd of item(1) above in the  case if grievous  injury and cost of treatment if the injury is minor.

3.Crops Damage

Damage to house or crop or any other property. As per assessment of damage, compensation should be revised sub sequently to bring it on par with the amount admissible to riot victims or for Natural Calamities or as fixed by Revenue Department. The quantum of compensation may be  reviewed periodically with a view to bring it on par with any better norm.

4.Cattle killed Market value as fixed by animal Husbandry Department

Government made all these provisions during the year 1992. Since then there  has been persistent demand from various Public Organisations to enhance the amount of compensation for the damage caused by the Wild Animals. There has been also a demand to simplify and rationalise the procedure for payment of compensations.

In the reference 5th & 7th read above, the Principal Chief Conservator of forests, has submitted proposals in supercession of the orders already issued  in the G.O.Ms.No. 51, Environment, Forest, Science & Technology (For-III) Department, dt. 13-02-92 and G.O.Ms.No. 100, Environment, Forest, Science & Technology (For-III) Department, dt. 06-05-93 and  G.O.Ms.No. 130 Environment Forest Science & Technology (For -III) Department Dt.8-10-1997.

After Careful consideration and in supercession of the orders issued in the Governemtn Orders 1st and 2nd read above, Governemtn approve the revised proposals for payment of compensation for loss of the life or injury to human lives and cattle killed due to attack for Tigers or other Wild Animals in the State, as specifies in the rules in Appendix-I,II,III & IV to this orger.

The expenditure on this account shall be deditable to the following head of account :-

2406       - Forestry & Wild Life

02           -   Environmental Forestry and Wild Life

MH 110  -   Wild Life Preservation.

SH (07)  -   Payment of compensation for loss of life or injury to    

                    human  lives  and cattle killed due to attack of wild animals.

260         -   Other Charges

261         -   Other expenditure.

The Conservator of Forests/Deputy Chief Wild Life Warden and in certain cases as specified in the appendices the Divisional Forest Officer / the Wild life Warden having jurisdiction over the area is authorised to incur expendiruture  under the above head of account in relaxation of treasury control orders pending provision of funds either by way of reappropriation of saving available within the grant or by obtaining supplementary grant as the case may be during the current financial year.

The Prl. Chief Conservator of Forests, is requested to take necessary action for providing funds in the Budget under the above head of account. He is also requested to render accounts to the Accountant General, Andhra Pradesh, Hyderabad for the expenditure incurred through cheques under the above  head of account.

8. This order is issued with the concurrence of Finance & Planning (FW Exp. EFES & T) Department vide thier U.O.No. 27280 / 161 /EBS-IV / EFS&T / 98, DT. 25-07-1998.
