Good governance is primarily concerned with the relationship between the citizens and the government. The key issue is fulfillment of legitimate needs and aspirations of the citizens, that is, high quality of government services in good time and at minimum cost. The session would be devoted to the service delivery mechanism for governance that is citizen-centric.  The speakers are expected to identify the processes that, if enabled with information and communication technology, would significantly improve the service delivery system at all levels of the governmental hierarchy.

The key to successful implementation of any e-governance initiative is the availability of adequate infrastructure for the service delivery system. Apart from deployment of requisite computing power and software systems for management of governmental business processes, requirements of communication networks, security systems and tools, and support services, etc must be in place before deployment of any e-governance application.

E     Stakeholders in e-governance

Effective e-governance is possible only with deep sense of involvement, active participation, and firm commitment of all the stakeholders of the governance process. Apart from the direct stakeholders, involvement of the citizens’ forums, NGOs, regulatory and tax authorities, and financial institutions is essential for success of the e-governance initiative. It would be worthwhile for governmental agencies to collaborate and partner with the professional fraternity in the private sector and leverage their capabilities. This may include private equity in creation of IT infrastructure for e-governance.  The session will deal with the role of private sector, NGOs and others as partners in e-governance.

Climate          The weather in Eluru in March would be warm and generally pleasant with clear skies and plenty of sunshine.  The temperature would normally range between 200C to a maximum of 360C.  

Travel information 

                        The District West Godavari is on the South Eastern Coast of India in the state of Andhra Pradesh.  The district headquarter is known as Eluru and is on the train route and has direct trains from New Delhi, Mumbai, Calcutta, Hyderabad and Chennai.  One can take direct train to Eluru.  Eluru is 65kms away from Vijayawada.  Pick up can be organised from Vijayawada for those who come to Vijayawada.  Vijayawada is on the train route from New Delhi/Howrah to Chennai.   

There is a daily flight from Deccan Airways from Hyderabad to Gannavaram (Vijayawada) which can also be used by the participants.
