G.O..&  N.G.O. REPORT PERTAINING TO DISABLED WELFARE.,W.G.DIST.,ELURU 

            Government of India, Ministry of Social Justice  and Empowerment is assisting the N.G.Os with grant – in aid under the scheme of Deen Dayal Rehabilitation scheme for persons with disabilities. The District Collector is forwarding  the grant – in – aid proposals of N.G.Os who are working for the Welfare of Disabled in the District to the Commissioner, Disabled Welfare, Hyderabad for onward transmission to Government of India for sanction of Grant – in – aid. The Government is requesting the N.G.Os to mobilize of their own for successfully implementing the existing schemes as well as expansion of schemes.

            Now a days various International and National agencies are coming forward to officer financial assistance for extending serves to the persons with disabilities. The International agencies like World Bank, W.H.O.,UNICEF,UNESCAP,ILO,DFID,ACTION AID etc., have established their Country/Regional Officers in India and extending financial  support to the genuine Organizations which are rendering Yeoman services to the community. 

            The Disabled Welfare Department is promoting the performing N.G.Os in disabilities sector. Work Shops/ Seminars are being conducted on Capacity  Building of N.G.Os for improvement of skills of N.G.Os in extending services to the disabled community as well as versions sources for getting grants to run their Organizations. 

            To improve the skills of officers of disabled Welfare Department to help the N.G.Os in this regard, Orientation  Programmes or being conducted at state Level. 

            It is recognized that NGOs have been played significant role in the development of rehabilitation services for persons with disabilities worldwide.  This has been done regularly in the absence of Government involvement and initially took an institutional, charity – based approach. 

            Present day developments, however, favor a participatory, community  based approach, complementing and liaising  with Government plans and services, and working with all the stakeholder’s groups. NGOs and Government vary in their capacity  to change their working practices  to achieve these aims. 

            It is needless to say that NGOs have adequate skills in the development of a people centered agenda and have been accumulated experiences in lobbying, sensitization, information dissemination and advocacy. But the success of NGOs lies in their Strength and capacity to be flexible and to participated and respond to the people’s real needs, particularly vulnerable groups in remote locations. 

            It is believed that local NGOs can be considered as indigenous humanitarian organizations and these NGOs in coordination with the association  of parents of children with disabilities and organizations of persons with disabilities with timely assistance from local community members, local professionals or a combination of both categories would be able to extend rehabilitation  services to the needy persons in a better way. 

            With a view to give prime importance to the real needs of persons with disabilities in remote areas, the Disabled Welfare Department has decided to promote NGOs who are willing to work the community in the rural areas of the state. 

At present the following NGOs are running the institutions for the welfare of disabled  in West Godavari District  :-

2. Arunodaya   Manovikasa Kendram,Bhimavaram                                 

3. Kalyani Rehabilitation and Education Society, Narsapuram.

4. Anjali Institute for the Mentally Handicapped,Palakolu.

5. Sanklpa Association ,Tanuku.

6. Parivarthan, Datta  Ashramam Road, 2nd Street, Sreenagar Colony,      

    Dondapadu, Snivarpupeta, Eluru.

7. Vijaya Education Social Organisation, Patebad Eluru

8. .B.M.High school for Blind, Narsapuram

9. .V.School for Deaf, Bhimavaram

10. Rotary Community Service trust, Bhimavaram

11.Tirumala Technical and Education Society, Nidadavole

 

            54 Multi purpose Identification Camps(Mandal wise and Muni. Wise ) were conducted with collaboration of NGOs in West Godavari Dist.  To deliver various services benefits that is medical certificates, bus passes, railway passes, Nativity Certificates, Employment Registrations, Caste Certificates ,Identity Cards and aids and appliances to the needy disabled persons of various categories and identified the beneficiaries.
