Organizations.
To improve the skills of officers of disabled Welfare
Department to help the N.G.Os in this regard, Orientation Programmes
or being conducted at state Level.
It is recognized that NGOs have been played significant
role in the development of rehabilitation services for persons with
disabilities worldwide. This has been done regularly in the absence
of Government involvement and initially took an institutional,
charity – based approach.
Present day developments, however, favor a participatory,
community based approach, complementing and liaising with
Government plans and services, and working with all the stakeholder’s
groups. NGOs and Government vary in their capacity to change their
working practices to achieve these aims.
It is needless to say that NGOs have adequate skills in
the development of a people centered agenda and have been accumulated
experiences in lobbying, sensitization, information dissemination and
advocacy. But the success of NGOs lies in their Strength and capacity
to be flexible and to participated and respond to the people’s real
needs, particularly vulnerable groups in remote locations.
It is believed that local NGOs can be considered as
indigenous humanitarian organizations and these NGOs in coordination
with the association of parents of children with disabilities and
organizations of persons with disabilities with timely assistance
from local community members, local professionals or a combination of
both categories would be able to extend rehabilitation services to
the needy persons in a better way.
With a view to give prime importance to the real needs of
persons with disabilities in remote areas, the Disabled Welfare
Department has decided to promote NGOs who are willing to work the
community in the rural areas of the state.
