Sub:- Comprehensive Land Development Project – Grounding of  RIDF-IX – Reg.

This circular is about implementation of Comprehensive Land Development Project under RIDF-IX.

 

1)           The District Collectors have been informed that RIDF-IX is already sanctioned and the district-wise and mandal-wise allocation was also communicated vide reference 1st cited (Enclosed for ready reference at Annexure 1).  The entire RIDF-IX project will be implemented by the Rural Development department as per the guidelines of Comprehensive Land Development Project.

 

2)           The District Collectors are requested to adhere to the amount allocated to each mandal in implementation of RIDF-IX and also the works permitted by NABARD. The list of works permitted by NABARD have been communicated along with the Circular No.1

 

3)         The District Collectors are requested to have the revised project proposals prepared as per the format communicated herewith at Annexure 2 and proceed with the grounding of works. The District Collectors are advised to accord administrative approval to the revised project.  Format for the administrative approval is at Annexure 3.  A copy of the administrative approval should be sent to CRD in one bunch.

 

4)           The District Collectors need not wait for the clearance of RIDF-IX but go had with the execution of the project. 

 

 

 

 

          RIDF-IX project should be taken up immediately by making all necessary arrangements including training of village organisations, community organisations etc., since the project is already sanctioned.

          In the reference 3rd cited above, the Project Director, DWMA submitted proposals for obtaining administrative approval for development of assigned lands/community lands of______________acres in____________________ village in _______________ Mandal in ___________district.

Project Director, DWMA/Project Director, Velugu/Executive Director, S.C. Corporation/Project Officer, ITDA is entrusted with the responsibilities of supervision and implementation of the project and designated as Project Implementing Agency (PIA).  The Project Director, DWMA is advised to release the amount to the designated PIA who would in turn place the funds at the disposal of the concerned Village Organization and provide technical support and guidance for implementing the project.  The PIA is responsible for rendering the accounts for the money received and shall submit the Utilization Certificate to the Project Director, DWMA.

          The Project Director, DWMA is advised to release 1/4th of the money to the PIA on receipt of the Administrative Approval by the District Collector from out of the available funds pending receipt of the RIDF grant from the Government.
