This circular details the steps to be taken by the District collectors to start the project formulation task.

 

1)           A one day workshop / training program need to be organized at the divisional level to all the district and divisional level key functionaries and Project Facilitation Teams involved in preparation of project proposals under Comprehensive Land Development Project. In the workshop the objectives of the Comprehensive Land Development Project, the scope of the project, implementation arrangements and the integration of resources under ongoing programs of various departments can be discussed.  The G.O.Ms.No.212 of PR & RD (RD.IV) Department, dated 11-08-2004 pertaining to Comprehensive Land Development Project and the circulars No.1, 2, and 3 issued in this regard can be explained for ensuring clear understanding of the project and preparation of project proposals in a comprehensive manner.

 

2)           A Core Team/district level steering committee   constituted should  visit the successful land development projects as well as the failed projects to analyse the reasons for success or failures.

 

3)         The Core Team is to identify the profile of activities to be taken up in implementation of Comprehensive Land Development Project.  The Core Team should also prepare the model estimates of the identified activities to guide the Project Facilitation Teams in preparation of project proposals.

 

4)           A training program is to be conducted to the Project Facilitation Teams on the profile of activities suggested by the Core Team. 

 

5)           The NGOs working in the district on watershed and livelihood activities may  be involved in this program for assisting the project facilitation teams in preparing the project proposals.  CRD will communicate the list of NGOs working in the district.

 

6)           An Independent Monitoring and Evaluation Agency (could be a reputed NGO or KVK or University etc) may be appointed to take independent
monitoring and evaluation of the CLDPs.
